Palestine, area of the eastern Mediterranean region comprising parts of modern Israel and the Palestinian territories of the Gaza Strip (along the coast of the Mediterranean Sea) and the West Bank (west of the Jordan River).
Stance on Climate Negotiations
Palestine is a member of the **Climate Vulnerable Forum (CVF)**, a coalition of 48 developing countries that are highly susceptible to the impacts of climate change. Additionally, Palestine has recently joined the **NDC Partnership**, an international platform that brings together developed and developing nations to enhance the implementation of their Nationally Determined Contributions (NDCs). This membership offers Palestine a valuable opportunity to strengthen its climate action efforts. On the domestic front, Palestine is working to integrate climate change into its national legislation, according to Mr. Nedal Katbeh-Bader, a climate change advisor at the Palestinian Environmental Quality Authority and representative at UN climate talks.
As part of the Eastern Mediterranean region, Palestine is considered one of the world’s most climate-vulnerable areas. The challenges of **military occupation** exacerbate its vulnerability, not only by causing political instability but also by restricting sovereignty over its natural resources and national borders. This leaves Palestine severely constrained in its ability to adapt to climate change and implement its climate strategies. Although the country has the vision, plans, and knowledge necessary for climate action, it lacks the means for effective implementation—such as capacity building, technology transfer, and adequate financial resources.
